    The students play the role of police investigators evaluating the scene of a traffic accident. They have to determine what was at fault: one of the drivers or the road conditions.

If one of the drivers was at fault, it means the driver was speeding.

If the speed limits are not safe in all possible conditions, it is because the road conditions were not appropriate. Sanctions may be levelled against the driver or against the Ministry of Transport.

The students must complete the three-step APP questionnaire (what we know, to be determined, and summary) before moving on to the second part of the problem.
